Meet the Co-Presidents
Co-President Lara Moore
Lara Moore was named Co-President of Eastern Oregon University on Sept. 1, 2022.
A native of Eastern Oregon, Moore was raised in Elgin, and later graduated from Eastern Oregon University in 2003 with a Bachelor of Science. She went on to earn a Master of Business Administration from Marylhurst University in 2011.
Moore began working at EOU in 2003 where she held various positions within the Division of Finance and Administration and has served as interim director for several areas including Financial Aid, Director of Facilities and Planning, Human Resources Director, and Director of Business Affairs. Currently, she serves as Vice President of Finance and Administration and has held that position since 2014. As vice president, Moore plays a key role in the comprehensive transformation of the university’s finances, including overseeing $25 million in capital investments.
Today, alongside her duties as Co-President and Vice President of Finance and Administration, Moore acts as the university’s primary representative to the Higher Education Coordinating Commission for all state operating funding and funding models, as well as capital project funding.
Moore is currently a member of the Oregon VPFA Council, and the Oregon Public Universities Insurance and Risk Management Trust. During her tenure, she has served as chair for both organizations.
Co-President Richard Chaves
Richard Chaves was named the Co-president of Eastern Oregon University on Sept. 1, 2022.
Chaves was raised in Baker City, where he resides today. Chaves earned a Bachelor of Science in Business Economics from Eastern Oregon State College in 1973, and received post-graduate Business Executive Training at the Wharton School of Business. In 2014, Chaves received the EOU Distinguished Alumni Award.
Chaves is President and Founder of Chaves Consulting, Inc. (CCI), established in 1984. He is also Managing General Partner of Synergy Data Center. At the helm of CCI, he has led the design and implementation of on-time, cost-effective, complex information systems solutions for state and local government agencies in Oregon and throughout the United States.
Together, Chaves and his wife Kathleen have demonstrated their commitment to community and our youth by leading projects such as the development of the Baker Sports Complex. Honoring their commitment to their community and the arts, 美国人对艺术的华盛顿D.C. recognized CCI as one of the 2012 top 10 companies supporting the arts in the United States. That award was given for raising the funds for the renovation of the Carnegie Library into the Crossroads Carnegie Arts Center including enhanced programming for youth in the region. CCI was also recognized as Baker County’s Business of the Year in 2012.Chaves has a long history of service to Eastern Oregon University. From 2010 until 2015, Chaves served on EOU’s Foundation board and in 2012 he took on the role of Chair of the Foundation Board Finance Committee. Chaves has been on the EOU’s Board of Trustees since the inception of the Board. Initially, he served as Chair of the Board Finance and Administration Committee. Then, in 2020, he was elected Board Chair and served in that position until 2022 when he resigned to assume the role of Co-President of EOU.
Board of Trustees
The Board of Trustees of Eastern Oregon University is the governing body of the university. The Board is responsible for assuring the success of the university and has broad authority to protect the interests of the university. The Board performs such duties as determining the university’s mission and strategic plan; hiring and supervising the university president; assuring the university’s assets are properly managed; determining the university budget; and setting tuition and fees.
The Board is made up of volunteers (trustees) who are committed to the promise of higher education in eastern Oregon and beyond. Trustees are appointed by the Governor and confirmed by the state Senate. Trustees are connected to the university, the region and students they serve. They are alumni, community members, and leaders in education, business, culture and government There are 15 trustees. Eleven of these are drawn from the general public. One member each is drawn from the students, staff, and faculty of the university. The fifteenth trustee is the university president, who serves ex officio without the power to vote. The trustees drawn from the general public serve four-year terms. Trustees selected from the students, faculty, and staff serve two-year terms. The Board has three standing committees that address specific areas of the Board’s work: the Academic and Student Affairs Committee, the Finance and Administration Committee, and the Governance Committee. The Board meets approximately five times per year, as do the committees.
